Comments submitted by the Access to Knowledge (A2K) Coalition, including EIFL, on the revised draft treaty for the protection of broadcasting organizations (Second Revised Draft Text for the WIPO Broadcasting Organizations Treaty, document SCCR/43/3).

The A2K Coalition welcomes some changes e.g. the section on limitations and exceptions (L&Es) was expanded to include uses for teaching and research, as well as preservation of the programme material carried by the signal, but note that changes do not go far enough.  The comments call for removal of the right of fixation, and for mandatory, rather than optional limitations and exceptions (L&Es).

The comments were submitted in response to an invitation to delegations to the Standing Committee on Copyright and Related Rights (SCCR/43) that took place in April 2023, to send written comments.
