Article published in WSIS Stocktaking: Success Stories 2013, a booklet celebrating winners of the 2013 WSIS Project Prize for excellence in implementing WSIS outcomes towards achieving an inclusive and development-oriented information society. EIFL won in Category 4: Capacity Building, for the work of the EIFL Public Library Innovation Programme (EIFL-PLIP) in supporting public libraries to build community information and communication technology (ICT) capacity.

The article presents an overview of EIFL-PLIP activities from 2010-2013. It showcases successful innovative public library services initiated with EIFL-PLIP support and discusses their contribution to building community ICT capacity. Since 2010, EIFL-PLIP services have trained over 9,000 people in 23 countries in Africa, Asia, Latin America and Europe to use ICT. New ICT skills are benefiting subsistence farmers, vulnerable youth, health workers and people suffering from ill-health, unemployed women, the homeless and many other people in need.
