Yes. If a group of libraries in a developing or transition economy country is in the process of forming a consortium and is seeking EIFL’s assistance, the group can provisionally become a partner prior to the establishment of the consortium. This entails the commitment of both parties: EIFL will provide all services that are available to fully-formed library consortia; the consortium that is still being formed must within one year make significant progress towards the establishment of an operational consortium.
