EIFL, together with 145 European and international groups, sent an open letter to the Committee of the Permanent Representatives of the Governments of the Member States to the European Union (COREPER) ahead of its meeting on 27 April 2018 considering proposals to the draft Directive on Copyright in the Digital Single Market.

The letter expressed strong reservations that amendments from the EU Presidency, currently held by Bulgaria from January to June 2018, do not reflect a balanced compromise in negotiations on the draft text.

The letter warned that unless the amendments are properly thought through, the result will be a huge gap between the stated intentions of EU reforms, the need for modern copyright rules fit for the digital age, and the reality - harm to the freedoms of European citizens and businesses to innovate and engage in global science and research.

In particular, the letter expresses concern about the text of Article 3 (text and data mining), Article 11 (link tax), Article 13 (upload filters).
